Farm Bureau Calls for Support of Federal Water Quality Protection Act

The Minnesota Farm Bureau Federation (MFBF) is asking our U.S. Senators to support the Federal Water Quality Protection Act.

“The Minnesota Farm Bureau has repeatedly voiced our significant concerns with the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers (Corps) proposed rule to significantly expand the definition of Waters of the United States (WOTUS) under the Clean Water Act,” said MFBF President Kevin Paap.

“The Federal Water Quality Protection Act addresses some of these fatal flaws and requires the development of a new proposal,” said MFBF President Kevin Paap. “This legislation would not amend the Clean Water Act, but rather provide Congressional oversight on how to protect navigable and federal waters through a new rule that takes into consideration Congressional intent, state and local government input, and the concerns of stakeholders.”

“The Federal Water Quality Protection Act establishes sound guiding principles to ensure the agencies’ actions on a WOTUS rule so that a final product reflects the statutory limits created by Congress,” said MFBF President Kevin Paap. “While this legislation provides important guidelines, it does not write the rule for the agencies but rather provides direction that was clearly missed in the proposed rule.”

“Quick action is necessary before the rule is finalized. Congress can provide the best opportunity and path to ensure that a final rule is practical, reflects Congressional intent and safeguards environmental benefits,” said MFBF President Kevin Paap. “Once the agencies issue a final rule, there is no opportunity for further public comment. The only option at that point is expensive litigation allowing the judicial branch to play a greater role in resolving disputed Clean Water Act issues- a role more suitably played by Congress.”

“MFBF is committed to protecting our waters, but wants to ensure that a rule that regulates America’s farmers, ranchers and landowners is workable, follows Congressional intent and advances the objectives of the Clean Water Act,” said MFBF President Kevin Paap.
